THE IMPACT OF LOCAL GOVERNMENT ADMINISTRATION ON THE SOCIO-ECONOMIC DEVELOPMENT IN AKWA IBOM STATE

ABSTRACTS

This study examined the impact of local government administration on socio-economic development of Akwa Ibom state. Using a case study of Ikot Ekpene Council hall. To achieve the objective of the study, a general introduction was made and research question formulated. A review of related literature was conducted in chapter two. A convenience sampling technique was used to select a sample size of (50) fifty respondents from the population size. The findings revealed that local government council generate their socio-economic development through the provision of buildings, storage facilities, irrigation, taxes, environment sanitation. The problems militating against effective local government administration were found to include effective administrative incompetence, corruption, law fund and technology, undue interference by the state government.

CHAPTER ONE: INTRODUCTION

1.1     BACKGROUND OF THE STUDY

This study is a modest attempt at a lucid explication state.

Ikot Ekpene local government system has witness tremendous transformation since the introduction of the 1988 Civil service reforms and its application at the local government administration of the changes introduced to strengthen. The local government is the direct payment of their statutory allocations which  was increased from 15% to 20%.

In addition, local government auditor was established in each state government to ensure proper utilization of financial resources at the local level to check any misappropriation of public funds. Also all local government now has a common structure which distinguish them from service department.

Ikot Ekpene local government council at any level has some stand and roles such as the maintenance of law and order, the promotion of economic and social development.

During this period Ikot Ekpene local governemnet was the agent of colonial administration and its principal functions were mainly the collection of tax and the maintenance of law and order. These can be done by  investing in social and economic infrastructure such as roads, bridges, hospital, schools, electrification and telecommunication. The other essential duties inherited from the native authorities includes rural and urban water supplies, market and libraries.

The regulation of handcarts, on the street, community and recreation centers, parks and open spaces, grazing area and fuel plantations the naming of streets and the numbering of building. These are recognize as automatically the responsibility of the local government. They also help in the service of park control and supply of water, electricity and gas, the provision of roads and water  transport and any other trading undertaking that the state government specifically authorized.

Ikot Ekpene local government also, take care for a specifically health orientation and supplying of drugs, a midwifery service, to arrange for health visiting and home nursing to provide facilities for vaccination and  immunization.

1.2     STATEMENT OF THE PROBLEM

Ikot Ekpene local government is expected to become more meaningful in facilitating social and economic development at the grass root level. Central to the achievement of these objectives is the financial viability of this tier of government. This  point has subtly under scored by “Dasuk, Panel” on local government administration when it observed inter alia that a good number of local government roles could not be performed at all, due to a variety of reasons principal among which are:

  • In adequate financial capacity
  • Lack of necessary technical manpower and erosion of functions.
  • Particularly in the revenue yielding areas by state government this reducing the revenue base of the local government.

This demonstrate that success or failure of local government depends among other things, on their revenue base the fiscal resources available and the way these resources are utilized.

However, central to the above in the ability of the local government to generate substantial financial resources which is one of the tripartile goals of every local government in Akwa Ibom more importantly one is inclined to think that is the point that can give an impact in breaking the vicious cycle of poverty of Ikot Ekpene local government. The researcher want to identify the reason for the vicarious cycle and proffer a solution to the above problems.

1.3     OBJECTIVES OF THE STUDY

The following are the objectives of the study:

  1. To identify the effect of local government administration on the socio-economic development of Ikot Ekpene Local Government.
  2. To identify the functions of local government
  3. To identify some of the factors that militate against effective local government administration.
  4. To identify the possible way of solving the problems

1.5     SIGNIFICANCE OF THE STUDY

This research work is significance to the  companies, private companies, research student policy makers etc. who are interested in finding ways of improving moral and general welfare of the workers.

Another significance is that the preferred suggestions will have a direct impact in the local government, thereby b creating a conducive atmosphere and environment for the attainment of Ikot Ekpne local government administration aims and objectives. The management and Ikot Ekpene local government council would benefit immensely from any snag in the administration of the local government administration and also show how best to implement the issues.

1.6     SCOPE AND LIMITATIONS

The researcher interest in this topic could be attributed to the fact that many project that are uncompleted and many rural areas have not embarked on any social and economic development project.

This study is aimed enabling the researcher to ascertain whether local government are activity fulfilling their obligation to project in term of grant – in- aid technical and other aid.

Since effective and meaning social and economic development depends on the active participation of the people, the researcher intend to examine their level of participation including the sources from which money used for financing the  project is  is got from the government,

It is difficult for the researcher cover all the social and economic development project embarked upon by Ikot Ekpene local government area in Akwa Ibom State although the researcher have decided to concentrate  his study in these major social and economic priority project embarked upon by the people.

This is due to one limitations or another as is common to most studies. This research work is limited by  the fact that there exist some difference between one local government and another, due to time constraint, the researcher is enable to carry out a comprehensive study and visit as many local government council as possible  as to enable her make a fair judgment. There os no adequate findings for effective financing of the research work.

1.7     DEFINITIONS OF TERMS

The following terms have been defined for the purpose of this study.

Local government: This  is government at a local level exercised through representative council established by laws to exercise specific functions within a defined area.

Development: development is a multi-dimensional process involving a re-organizational and reorientation of the entire economic and social systems in addition to improve income and outcome. It typically involves radical changes in institutional social as well popular attitude and sometimes even customs and belief.

Council: This refers to the organ that constitute representation of people either elected or nominated.

Social economic development: This is a combination of social and economic development. It embraces improvement and in not only standard of living and pre-capital income, but also high level of employment, reducing inflations, adequate food, high infrastructures, stressing values rather than achievement.

Objectives: These are end results to which an organization or government activity directed objective and hieracrchical in nature are determined or formulated by top management of an organization after economic-social and political forces affecting the organization have been apprised.

Programmes: This consist of essentially integrated series of development project that spans over  a length of time.
